'''Tomas Lawry''' works for the [[Kourend Council]] and can be found outside the [[Port Piscarilius]] bank. During [[The Queen of Thieves]], he conducts an investigation on behalf of the [[Kourend Council]] to investigate unusual happenings in [[Port Piscarilius]].

After completion of the quest, he is found on the top floor of the [[Kourend Castle]], following [[Councillor Hughes]]' arrest he has strong ambitions about entering the Council himself. Following the events of [[A Kingdom Divided]], he laments over the dissolution of the Council in favour of a monarchy and having to do actual work.
