Oathbreakers are former monks of Saradomin who have since defected and now worship Zamorak. They have taken a vow of silence and therefore do not speak, having Oath Lord D'rows speak for them. Some Oathbreakers currently reside in the Sisterhood Sanctuary:

Oathbreaker B'ats, an Oathbreaker who wields a dragon spear
Oathbreaker E'piws, an Oathbreaker who wields a dragon 2h sword
Oathbreaker M'als, an Oathbreaker who wields a dragon maul

Trivia

Their names are references to their weapons spelled backwards.
The dragon maul Oathbreaker M'als wields is not an obtainable item, unlike the dragon weapons wielded by the other silent Oathbreakers.
