As the appearance of the crazy penguins is based on specific quests completion, each of the wooden platforms would appear without any crazy penguins if the Enlightened Journey or Between a Rock... quests, respectively, were not completed at the time the report was given to KGP penguin in Ardougne Zoo during the Cold War quest.
