Crazy penguins can be found at the start of the Penguin Agility Course. They are attempting to fly via various methods the player reports during the Cold War quest.

One penguin can be seen trying to jump off a platform and try to fly, without success. A second may be found trying to use a cannon to fly. A third may also be found using a hot air balloon. The appearance of the balloon and cannon penguins are based on whether the Enlightened Journey and Between a Rock... quests, respectively, were completed at the time the report was given to KGP penguin in Ardougne Zoo during the Cold War quest.

If one of quests were not completed at the time of the report, the crazy penguin would be replaced with a simple wooden platform.
