Rakkar is the sole inhabitant of the Fishing Hamlet. He has gone insane and is unable to coherently form a sentence. This was because, according to the smelly journal, he was "made an example of" when he attempted to throw the snakestone, an artefact of unknown origin, back into the ocean.

If the player is wearing a round myre snelm, Rakkar will mention a creature called the Kayzertief. This is the only time the Kayzertief is mentioned in-game.

Trivia

  • The phrase Wubba lubba, dub dub is a reference to the animated television series Rick and Morty, where it means I am in great pain, please help me.
  • The phrase Splish splosh, splish splosh is a reference to The Old Hunters DLC from the PS4 video game Bloodborne, where the 5th interactable patient encountered says an almost identical phrase Splish splash, splish splash.
  • These phrases were chosen by Mod West on the basis that they made Rakkar sound "like he had a mouth full of water", which is possibly connected to a line in the smelly journal about one of his former shipmates, who had turned to drinking ocean water in order to "bring him closer to the gods".[1][2] Mod West also stated that the Rick & Morty reference had a "relevant meaning", implying that Rakkar too hides a great suffering behind his apparently playful mutterings.
  • He appears to be wearing a round myre snelm and holding a packet of fish food.
  • Talking to him while wearing a round myre snelm reveals additional dialogue.
  • The Postbag from the Swamp that mentions Rakkar has additional dialogue that may be a clue as to a future release. The dialogue is written in similar style to a song by the Patchface character in the 'A Song of Ice and Fire' series.
