Magic stones are used in the quest Tears of Guthix to make the stone bowl, using a Chisel. It is mined from magical rocks near Juna within the Chasm of Tears.

You must have a sapphire lantern with you to access the stones. Use the sapphire lantern on a light creature and select to go "across the chasm" and you will see the magical rocks. Without starting the Tears of Guthix quest, one can still mine the stone, but upon completing the quest it becomes unobtainable (along with the ability to craft stone bowls). The stone can be kept after the quest by dropping one before completing the quest and picking it back up after completing the quest.
