The phoenix quill pen is a quest item used in The Golem quest. It is created by using black dye on a phoenix feather. It can then be used to write a program that contains new instructions for the Golem, thus completing the quest.

If lost, even after quest completion, it can be remade by using black dye on a newly plucked phoenix feather.
