Rune dust can be made by using a hammer or a chisel on a rune essence or pure essence stone to crack them into rune shards, and then grinding these down in a pestle and mortar.
Rune shards and rune dust appear in the Garden of Tranquillity quest, when rune dust must be added to a plant cure potion to revive some badly damaged vines in Bernald's garden behind the bar in Burthorpe.

Trivia
- While rune dust is created automatically after creating one, rune shards and strengthened plant cure are not.
- Along with rune shards and strengthened plant cure, rune dust is one of only three quest items from Garden of Tranquillity that are dropped rather than destroyed.
- The player can create rune shards and rune dust without starting Garden of Tranquillity, but nothing interesting happens when attempting to put rune dust into plant cure to create strengthened plant cure.
