Philop is one of four children of Gertrude whose house is located just outside the western gate of Varrock. Philop can be found with his brother Kanel inside Gertrude's house. The two older children, Wilough and Shilop, are found in Varrock Square. He appears to be playing with his red dragon toy.

Although the player may attempt to talk to him, there is no dialogue other than a message in the chat stating that the boy is busy playing.
