The broken machinery is located in the Karuulm Slayer Dungeon, right outside the door leading to the Alchemical Hydra. Attempting to investigate the machine will result in the player saying: "This machine doesn't look like it's in working order... I wonder if there's a fixed one, anywhere."
A working version of the machinery can be found in the Lithkren Vault, where it is used to make ferocious gloves from the hydra leather dropped by the Alchemical Hydra. Attempting to use a Hydra leather on the broken machinery will result in the player saying: "I don't think this machine's going to do anything in this state."
