Burnt manta ray is the result of accidentally burning a raw manta ray while attempting to make a manta ray. The burn rate while cooking these will decrease as players reach higher Cooking levels. There is no level where manta rays stop being burned, although wearing a cooking cape will prevent players from burning any food.
The burnt manta ray has no use whatsoever, although you can unsuccessfully attempt to eat it. Like most other burnt food, it is tradeable to other players but not on the Grand Exchange.
