The green partyhat was a fake item that spawned as part of the 2013 April Fools event. During the event, various partyhats and easter eggs would spawn randomly around the world, including in Lumbridge, Varrock, Falador, and the Kandarin beehives.
Attempting to pick up the partyhat would not reward any items, and would cause it to move away from the player and sometimes fly into the air. Casting Telekinetic Grab on the partyhat would reward the player with a cabbage or pink skirt, and would not cause the item to despawn.
The partyhat would randomly despawn, and could say a message such as Happy Easter! or Catch me next time!.
Drops
Drops were only awarded when casting Telekinetic Grab, and not when trying to pick up the item directly.
