Menaphite guards guard the currently inaccessible city of Menaphos. They can not directly be spoken to but tell players trying to open the gate between Sophanem and Menaphos to leave.

During the Contact! quest, four Menaphite guards are seen standing behind Coenus as the High Priest of Sophanem tries to negotiate with him to reopen the border between the cities. After the Sophanites refuse to stand down and leave, Coenus orders the guards to open fire on them.
