Smoke powder is an item used during the 2019 Halloween event. It can be found in a sack of black powder directly south of the Lumbridge furnace. It is used inside the Lumbridge General Store with a tinderbox to create a Smoke Bomb on the ground. The smoke from the bomb distracts the shopkeepers so that you can steal the shiny glass from the table.

Attempting to pick up more than one provides the message "You already have some powder in your inventory." Attempting to ignite it outside the Lumbridge general store provides the message "You should plant that inside the Lumbridge general store!" Attempting to ignite it inside the Lumbridge general store without a tinderbox prompts a chatbox with the message "I need a tinderbox to light his, maybe my new friend has one."

Before getting to the appropriate part of the event and after completion, attempting to take the smoke powder from the Black powder sack causes the player to say in the chatbox "Why would I want that?"
