Torrell is a gardener who looks after the bush farming patch north of the Ardougne Monastery. Players can use him as one of the 5 gardeners during the Fairytale I - Growing Pains quest. Despite being a gardener of a bush patch, he is holding a watering can even though bushes do not need to be watered.
Shop
Torrell sells basic farming tools, which can be accessed by talking to him and asking "Can you sell me something?", or by the right-click Trade option.
