The wall is interactive scenery in the Crandor and Karamja Dungeon, north of the deadly red spiders. It cannot be opened until Dragon Slayer I is partially completed after sailing to Crandor and then opening the wall from the northern side to Karamja, unlocking the wall permanently from both sides.
