The Wind tunnel can be found on the second floor of the elemental workshop. It is the last machine used to make a primed bar from elemental metal. This machine cools the bar that has been quenched in the water tank. After it has been cooled, it can be picked up when the jig cart is back at the old crane.
Before it can be operated, the cogs puzzle has to be solved with the cogs found in the crates scattered around the workshop.
