It can be sewn with sagacious spectacles to make Partyhat & specs by talking to Patchy, along with 500 coins. Doing so requires the completion of Cabin Fever and a book o' piracy.

Previously, they were obtainable during the 2013 Rare Drops event (from 4 July to 14 July) as part of a rare item drop.
