The Hoop is an unobtainable item added with the release of Construction. Although it cannot be obtained, it appears in the animation when throwing at a hoop and stick in the Games room.

It was presumably originally intended to be an obtainable item, that players would have to collect before they could use the hoop and stick. This was removed and players can instead use the hoop and stick at any time.
