Kazgar is a cave goblin that replaces Mistag in the tunnel near Lumbridge Castle cellar after completing The Lost Tribe quest.

He can show you the way to Mistag in the Dorgeshuun Mines and to Dartog near the Lumbridge watermill dungeon after completing Death to the Dorgeshuun.
