The Observatory rocks shortcut is an Agility shortcut that can be used to provide significantly quicker access to the inside of the Observatory. It requires completion of the Observatory Quest, as well as levels 
23 Agility, 
28 Strength, and 
24 Ranged.
Unlike most other grapple shortcuts, players need only bring a Crossbow and Mith grapple for the first trip. The rope will then remain in place forever, at the cost of the Mith grapple.
The shortcut to the Observatory was originally planned to be a bridge to the building itself, available after completing the Observatory Quest, but due to technical limitations, implementing the shortcut by completing the ruined bridge in the area would require re-mapping the whole area, "which would rather defeat the point of completing it", according to the update in which it got released.
