RuneScape Council

The RuneScape Council is an organisation that serves as the in-universe version of Jagex in the capacity of "rulers" of Gielinor.[1] It is primarily referred to in many older pieces of content like the God Letters, and has received little mention past 2006. For example, when membership was first released, it was referred to in the God Letters as the council's "tithe", and many upcoming updates were announced as additions by the council.

The following references to the council are made outside the God Letters:

  • The council is mentioned in the context of repairing the plumbing of Paterdomus in a possible response by the player during Priest in Peril.[2]
  • The council workman's name and examine text suggest he is employed by the council to work on the bridge between the Fremennik Province and Kandarin, as evidenced by the news post for The Fremennik Trials.[3]
  • The news post for Horror from the Deep (released a fortnight after The Fremennik Trials) suggests that the Lighthouse is owned by the council.[4] Indeed, Silas's diary shows that he was employed by the council to maintain the Lighthouse[5] and his nephew Jossik's journal reveals that the council had him replace his uncle.[6]
  • The letters sent by the Wise Old Man to various people around the world contain two references to the council that exemplify its powers. The first is found in a letter to the oracle, stating that players complain about her riddle during Dragon Slayer I to the council[7] and the second, in a letter to Father Lawrence, in which he threatens that the council will remove him to Entrana if he does not cease his drinking.[8] In his regular dialogue, the Wise Old Man mentions that players can obtain a partyhat like his the next time the council releases them, i.e., at the next Christmas event.[9]
  • In the twelfth Postbag from the Hedge, the Wise Old Man answered a letter about the Draynor Bank Robbery, stating in particular that the council have a say in the Bank of RuneScape's activities.[10]
  • Miss Schism mentions a council that allowed the placement of the stalls at Draynor Village's market, which is likely the RuneScape Council, although it could also refer to some otherwise unmentioned local Draynorian council.[11]
  • The workman and his apprentice in Falador mention having worked on the 2007 graphical update of Varrock on the council's orders, with more work coming in already.[12]
  • During certain temporary game modes, Skippy begrudgingly allows newcomers to skip the usual proceedings of Tutorial Island by teleporting them directly to the mainland, complaining the task of performing this service has been dumped on him by the Council.[13]
