The fish vial is an unobtainable item that was presumably intended to be used in Barbarian Herblore. The examine suggests it would have been made by crushing roe or caviar into a vial.

It is possible that Barbarian Herblore was originally more complex, requiring potions to be mixed into the fish vial. Instead, players just add fish eggs to the existing potion to convert it into a Barbarian mix.
