Buy containers in bulk from shops or the Grand Exchange and then go to the waterpump in Falador to fill them. Go back and forth between the west bank taking out the containers and using them on the pump near the bank. You only have to use one container then your character will automatically fill the rest, then go back and deposit the filled containers into the bank and take out more empty containers. After this, sell the filled containers on the Grand Exchange, then buy more empty containers and repeat. A teleport to Varrock (Chronicle) would be recommended to get to the Grand Exchange faster, and using the Falador Teleport spell to get back would also be recommended.
Jugs of water have a relatively volatile market price depending on market supply and demand. If it is at all possible for the player, try to hold onto your output for a time where they are selling for higher prices than usual. The price of jugs of water is heavily influenced by how many players are producing jugs of water.
