The blood tithe pouch is an unobtainable item released with Darkness of Hallowvale. It presumably would have been an item that players would have obtained during the quest.

A similar item can be seen served by a vyrewatch to Vanescula Drakan and Ranis Drakan during a cutscene in Darkness of Hallowvale. It is not possible to obtain the item in-game.
