Rotten saplings can be found in the scavenger rooms of the Chambers of Xeric. When these are chopped down, a rotten stump that can be crossed is left behind. This makes navigating these rooms a bit faster, and the player who chops the sapling receives points for the raid.

Chopping them down requires a sufficient woodcutting level, that is based on the players participating in the raid.
