The Elven Crystal Chest is a chest found in the upper level of the Tower of Voices in Prifddinas. It can be opened with an enhanced crystal key, and gives better average loot than the crystal chest in Taverley.

Drop rates estimated based on 2,915,277 samples from the Drop Rate Project, unless otherwise cited.

This does not include the value of the expected ~3.77 crystal shards per chest or the small chance to receive crystal acorns, which if grown with ultracompost will add another ~4.1 crystal shards on average.
