Councillor David Andrews is the current head councillor of the Kourend Council. He can be found on the 1^st floor^[UK]2^nd floor^[US] of the Kourend Castle, next to the throne.

During the events of A Kingdom Divided, it is revealed that he is a traitor allied with Xamphur, who killed both King Kharedst IV and Crown Princess Rose. Andrews was tasked by Xamphur to sabotage the dark altar so that the latter could perform a necromantic experiment, which takes place during The Ascent of Arceuus. During A Kingdom Divided, the Council's conspiracy is laid bare and Andrews can be found in a cell within the Shayzien Prison afterwards.
