Pharaoh Kemesis is the current ruler of Menaphos. Not much is known about him and he is only mentioned in a few places. According to the High Priest of Icthlarin, he is a rather more secular ruler than he would like.

It is discovered during the quest Beneath Cursed Sands that Amascut has taken control of the Pharaoh, and that she has held it for a long time. Amascut used the Sect of Scabaras, who were also under her control, to infest Sophanem with plagues, thus giving the Pharaoh a plausible reason to quarantine Menaphos, which was also part of her plans.

Curiously the Pharaoh made a public appearance, which in itself was rare, appearing on the bridge between Sophanem and Menaphos with an entourage to announce the beginning abolishments of the quarantine following the plagues ending in Sophanem. Both Maisa and the player are suspicious of the Pharaoh's motivations for opening the city, them both being well aware of the Devourer's hold over the Pharaoh.
