Wrath runes can be made with 95 Runecraft at the Wrath Altar by using pure essence or daeyalt essence on it, providing 8 or 12 Runecraft experience each, respectively. Access to the Wrath Altar requires completion of the Dragon Slayer IIquest. To enter the Wrath Altar, the player needs a wrath talisman or tiara, catalytic talisman or tiara, or a Runecraft cape. The Wrath Altar can be reached by entering the statue in the Myths' Guild and going west then south in the dungeon, through the blue dragons and entering the crevice in the southern wall, ending up on an island with the altar ruins.
Wrath runes cannot be obtained via the Ourania Altar and the altar cannot be accessed via the Abyss.

Trivia
The wrath rune's design alludes to both death and blood runes. The skull and black colour being associated with the death rune, and the crimson colour associated with the blood rune.
Originally the surge spells in RuneScape required one death and one blood rune along with their respective elemental runes to cast, this was however not implemented in Old School Runescape, where the wrath rune was introduced instead in order to cast the spells.
The option to craft wrath runes via the Abyss was polled alongside Dragon Slayer II, but failed with 73.6% "Yes" votes.
Despite being used in the Arceuus Spellbook, wrath runes aren't obtainable in Kourend.
