Various kingdoms, city-states and other polities exist throughout Gielinor, generally inhabited and ruled predominantly by one race.
Many of these polities are monarchies ruled by a king or other monarch, while others have a governing structure such as a council or republic. Some civilisations have unspecified forms of government, and not all domains have clearly defined borders.
States
Human states

- Notes: King Ulthas divided Kandarin into two parts, one for each of his sons; Lathas was bequeathed the eastern half of Ardougne and Tyras the western half. It is never specified how the rest of the kingdom was apportioned, although Tyras has effective control of the Port Tyras encampment and wields legal authority over West Ardougne.

Regions with an unspecified form of government
- Gu'Tanoth and the Feldip Hills, inhabited by ogres. The existence of multiple ogre chieftains suggests a decentralised society.
- Troll Stronghold and the rest of the Troll Country to the south of Weiss: inhabited by trolls.
- Mor Ul Rek: inhabited by the TzHaar.
- Mount Karuulm: inhabited by the Kahlith, guided if not ruled by the Tasakaal.
- Entrana: presumably ruled by the high priest; possibly part of Asgarnia.
- Port Phasmatys: forcibly vassalised by the Vampyres until its inhabitants were turned to ghosts by Necrovarus, who is the de facto ruler. Its current political relationship to the vampyres is unspecified.
- Wilderness: a region dominated by anarchy. Various small settlements are scattered across the land, mainly consisting of human outlaws from other lands.
Historical states
- Crandor: a city-state that was destroyed 30 years before the present by the dragon Elvarg.
- Zarosian Empire: a large empire ruled by the god Zaros. After Zaros was assassinated by Zamorak, his empire was completely destroyed in the resulting God Wars.
- The Lordship of the North Coast off the northern coast of Morytania. Its last lord, Rologarth, was killed by his own doctor, who took over the castle and sold his body to werewolves.
- Hallowvale: a Saradominist kingdom in what is now Morytania. It was conquered by the Vampyres under Lord Drakan during the God Wars.
- Baxtorian's kingdom: an elven kingdom east of the Galarpos Mountains. It collapsed in the Fourth Age as its inhabitants left to fight in the Elven Civil War.
- Camdozaal: a seemingly independent Imcando dwarf settlement under Ice Mountain, built on the ruins of Lassar. Basically wiped out by barbarians during the Runecrafting Crusades.
Otherworldly states
- Zanaris, ruled by fairies.
- Capital: City-state
- Leader: Fairy Queen; during the events of Fairytale I - Growing Pains, the Fairy Godfather takes de facto control of Zanaris.
