Cell door key is found during the Tourist Trap quest by searching the table in the building found in north part of the Desert Mining Camp. It is useful for getting out of the jail, although it is still possible to fit through the bars and escape without it. Upon completing the quest, if needed, one can reobtain the key.

The key cannot be placed in the Steel key ring.
