The celestial signet is a mining enhancer that possesses the effects of the celestial ring and the elven signet. Players can create one via a singing bowl by combining a celestial ring, elven signet, 100 crystal shards, and 1,000 stardust. Doing so requires level 70 Smithing and Crafting to sing the crystal (the levels can be boosted), and grants 5,000 experience in both skills. If the player does not meet the Smithing and Crafting requirements, they can have Conwenna or Reese sing the crystal for them for an extra 50 crystal shards, for a total of 150.

Players can charge the ring with stardust, with each one added giving one charge (up to a maximum of 10,000). Crystal shards cannot be used. Uncharging the signet will return all charges that were remaining in the ring.

Passive effect

The celestial signet offers the effects of the celestial ring and the elven signet in one item. The celestial ring gives players an invisible +4 boost to Mining regardless of charges; this stacks with both visible and invisible boosts, though visible boosts are capped to level 99. However, this bonus does not allow the player to receive ores higher than their level range. When charged, the ring has 1/10 chance of giving an extra ore when mining rocks up to adamantite, with some exceptions, granting experience for both ores mined. If the player has only one inventory slot remaining and the ring's passive effect activates, the player will lose out on both the extra ore and the extra experience.[1] Every time ore is mined from a suitable rock, a charge will be lost from the ring whether or not a second ore is mined. This effect stacks with other mining enhancers.

The effect gained from the elven signet offers a 10% chance to not use a charge when using crystal equipment, excluding the blade of Saeldor and the bow of Faerdhinen. Since a charge can be saved more than once, one charge has the effective value of charges when the ring is used, resulting in an additional 1/9th of the total. Effectively, this also means that a user will not "break even" with the normal elven signet until ~900 shards are used with the celestial signet (which requires 100 to make).
